The Classic of Western Mountains: Mount Kunlun is the lower capital of the High God. The deity Lu Wu guards it — tiger's body, nine tails, human face, tiger's claws — governing the nine divisions of heaven and the god's parks and seasons. ... A beast lives there: shaped like a sheep, with four horns. Its name is Tulou. It eats people. Kunlun is the highest-ranked mountain in the Shan Hai Jing. It's the "lower capital" — the High God's palace on earth. Lu Wu stands at the gate, nine-tailed and tiger-clawed, in charge of nine celestial divisions. Xiwangmu lives up there, along with Yingzhao, Qinyuan, the sand-pear trees, the langgan jade, the jade paste. The whole mountain is a temple complex. And in that place, Tulou. A sheep. Four horns. Eats people. That's all. No light, no wind, no omen. It isn't a guardian, a messenger, or a punishment — it's one species on the mountain, listed alongside the sand-pear and the bee, in the same inventory. The way the book is written is the interesting part. Kunlun is catalogued in order: gods first, then plants, then birds and beasts, then water and minerals. Tulou falls under "beasts," filed next to an ordinary deer and an ordinary bird. It eats people, but in Kunlun's org chart it is a sheep. Four-horned sheep are real. Today they're called polycerate sheep — the Jacob sheep, for instance, can grow four or even six horns. It's a genetic mutation, not a myth. So Tulou probably wasn't invented from nothing: someone saw a four-horned sheep at the foot of Kunlun and added three characters — "eats people." The most frightening things in the Shan Hai Jing are rarely the strangest-looking ones. They're the ones that look ordinary.
