The Classic of Western Mountains: four hundred li southwest is the mound of Kunlun, the Lower Capital of the High God. The god Lu Wu administers it. His form is a tiger's body with nine tails, a human face, and tiger claws. This god governs the nine divisions of heaven and the seasons of the god's parks.
Kunlun is not an ordinary mountain. It is the Lower Capital — the High God's capital on earth. And Lu Wu is its gatekeeper and chief steward.
His body is assembled: tiger, nine tails, human face, tiger claws. The nine tails should look familiar. The nine-tailed fox has them too. But the fox is a beast in the hills; Lu Wu is an officer of heaven. The same nine tails read as authority on a god and as monstrosity on an animal.
What does he administer? "The nine divisions of heaven and the seasons of the god's parks." The first half is a cosmic-level administrative post. The second half is gardening.
One deity, responsible both for partitioning the universe and for the schedule of the imperial garden. It sounds absurd now, but it was natural in antiquity: the divine realm was an enlarged dynasty, with territory, parks, and duty rosters.
Later texts give him another name. The Classic of Regions Within the Seas describes Kunlun's nine gates, guarded by the "Kaiming Beast": tiger-sized, nine heads, all with human faces. Tiger body, human face, nine — all three elements survive. Only nine tails became nine heads.
Probably one divine figure split into two versions in transmission: one guards the mountain, one guards the gate; one has nine tails, one nine heads. On Han dynasty stone reliefs, Kunlun's gatekeeper is usually carved as a multi-headed, multi-tailed beast — the two descriptions fused.
Kunlun is the place where heaven and earth connect. You can go up from there, and things can come down. So it needs a guard. Lu Wu's job is essentially access control: who enters, who does not, when the gate opens, when it closes.
